I'd be very careful about approaching other consulates. One of the requirements is supposed to be proof of your current residence - i.e. to show that you are actually within their region. If you've got family in the region, preferably with the same last name, you might try using their address and documents to prove your residence.

Getting "persistent" with consulate officials could definitely hurt your case. (Been there, done that...)
