In order to apply for "long stay visas" for France, you husband is going to have to find a job in France. The process of getting a visa normally takes a good three months or more, so most employers tend to prefer to hire from local sources - or from those closer to hand (such as the now-famous "Polish plumbers").
You can check the job postings on the usual job sites, like monster.fr, or the job listings in any of the French newspapers (
Talents.fr - Offres et recherche d'emplois is the job site for Le Monde) - but it's going to be a real long-shot that an employer will be willing to hire someone who doesn't already have working permission unless the candidate has some very unique skill that would justify waiting several months for the person to arrange a visa and arrive.
I know there's demand for builders and building trades in western Canada lately - or for something completely different, possibly Abu Dubai or the Emirates. But France is going to be a tough one in this case.
