Three months for a visa is about standard. (I strongly suspect they "lager" the files on someone's desk for most of that time.) Though didn't you have to have a visa in order to apply for the carte de séjour?

When you get your carte de séjour it will state whether or not you are cleared to work, based on your original application. Normally, you have to go back to your home country to apply for a different visa, though there is a provision to apply for a visa at the local prefecture if you are married to a French national. (Which doesn't seem to be your case.)

You may want to take a look at this page on the Service-Public website: Travail des étrangers - Service-public.fr for more information about what it takes to get working authorization in France. It can be very difficult to get working authorization once you are already in France.
