I don't know that government accounting skills would be transferable, but one thing you could try is contacting some of the big consulting firms that used to be part of the big accounting firms and see if they show any interest. You might be able to guage the market from that.

You would have to work for a consulting firm or some other service provider since governments can't sponsor you. By law, they are usually required to hire not only Americans, but local residents.
