Its not easy
We had the benefit of a friendly Spanish neighbour when we got here, so the beaurocracy was not always that difficult.
But over time you manage to make yourself understood. Theres plenty of English speaking people around in commerce / shops, but its the government offices where you often come up against a brick wall!
