Sorry to pester

I was wondering what the timeframe was for the registration of birth?

Also, I have been doing some digging and think I have this right,

If I register His birth, and get him a US passport, then when entering the uk I will have his registration of birth as proof so he may enter... because the US guys like to throw a fit if they see another passport. right
