For apartment rentals, try checking the online site for a publication called "Particuliers à particuliers" - it's a want ad publication reserved for buying, selling and renting property. You need to know the departement number for the town you're interested in - but after that you'll get some idea of rents.
PaP is for landlords who want to rent directly, with no agency fees. Figure one to two months' rent for the agent if you use one.

Thanks for the answer. It was not specific to Vichy, just wondering how much you needed to get by in a normal french town once you have paid the rent.
