How long have you been in France? I believe you have to have been residing legally in France continuously for five years in order to apply for a carte de résident, if not you still need to renew your carte de séjour. Otherwise you make an application for the carte de résident instead of renewing your carte de séjour. You have to apply for the carte de résident specifically, they won't just give it to you automatically.

If you need to know more about the specifics of it I'd recommend you contact your local prefecture and ask them about when you can apply for the carte de résident.
