The only two year-long French courses I know of are the Language and Culture course at the Sorbonne or a long-term course at the Alliance Française - both, of course, in Paris. And both are said to be rather pricey.

I suspect that the language schools in the south rely mainly on the vacation trade - and therefore limit their programs to 2 to 8 weeks at a time.
