Skype is good, but there are now any number of online VOIP services available - some with lower rates than Skype, even. (I stick with Skype because I like having a permanent phone number back in the US with an answering machine.)

There's a good service based in France called Wengo. And I'm sure if you Google "VOIP services" you can find more.
