At any of the emigration expos there will be agents who can help you with the visas and they often give a free consultation. These are the agents I was referring too. You may already have spoken to them since you said you are not getting the same info twice. I would ask them why they are giving you that info.
Maybe no-one is mentioning a spouse visa since your husband has been out of the country a while, but I wouldn't have thought that it mattered.
