I think it depends on the visa that you are applying for. Some are upfront and others are staged.
When it comes to an agent we paid half up front and the rest on completion I think. We used an agent since 2 agents had said we couldn't get in and we didn't want to waste time putting in an application that could have been rejected (we were skilled migrants by the way). If we had wanted much longer we would not have had the points to get in.
